It was an extraordinary performance. The country which was the principal target of the Soviet Union was proposing joint action as a conceptual obligation, not a bargain between nations, much less as a requrest. At a moment of great national danger -- which its own analysis demonstrated -- China nevertheless acted as an instructor on strategy, not as a passive consumer of American prescriptions, as America's European allies frequently did.
