11 february the bystander sees things neither actor nor audience notices. Bystanders have no history of their own. They are on the stage but arenot part of the action. They are not even audience. The fortunes of theplay and every actor in it depend on the audience, whereas the reaction ofthe bystander has no effect except on himself. But standing in the wings—much like the fireman in the theater—the bystander sees things neitheractor nor audience notices. Above all, he sees differently from the way ac-tors or audience see. Bystanders reflect, and reflection is a prism ratherthan a mirror; it refracts.To watch and think for yourself is highly commendable. But “to shockpeople by shouting strange views from the rooftops is not.” The admonitionis well taken. But I have rarely heeded it.Action point:Be a bystander to figure out what has to be done in yourorganization. Then act, but know you are running the risk of shocking people. 12 february Freedom is never a release and always a responsibility. Action point:List specific goals for your work. Think of goals that willmeet your need for personal fulfillment, while also helping your boss meethis or her performance objectives. Sell these goals to your boss and keepthe boss informed on your progress. Freedom is not fun. It is not the same as individual happiness, nor is it se-curity or peace or progress. It is a responsible choice. Freedom is not somuch a right as a duty. Real freedom is not freedom from something; thatwould be license. It is freedom to choose between doing or not doing some-thing, to act one way or another, to hold one belief or the opposite. It is not“fun” but the heaviest burden laid on man: to decide his own individualconduct as well as the conduct of society and to be responsible for both de-cisions. 13 february Action point:Seek out the most competent people in your organiza-tion, not necessarily those with the most charisma. 14 february Action point:The human resources department is not responsible fortaking care of you; you are. Know what you are good at, make sure your re-sults are equal to your expectations, and manage yourself. Continually askyourself, “What should MY contribution be?” 15 february The demand for harmony does not mean that society should abandon itsright to limit the exercise of economic power on the part of the corporation. 16 february Action point:Define an organizational purpose that goes beyond next-quarter financial results and goes beyond maximization of shareholderwealth. Define a purpose that employees can believe in and challengesthem to contribute their best work. 17 february Government has to regain a modicum of performance capacity. It has tobe turned around.To turn around any institution—whether a business, alabor union, a university, a hospital, or a government—always requires thesame three steps:1.Abandonment of the things that do not work, the things that havenever worked, the things that have outlived their usefulness andtheir capacity to contribute.2.Concentration on the things that do work, the things that produceresults, the things that improve the organization’s ability to perform.3.Analysis of the half-successes, the half-failures. 18 february Action point:First prisons, now wars are being manned by private com-panies. Make a list of which sectors will privatize next and determine howyou can benefit. 19 february Action point:What impact does your company have in the developingworld? Are your activities there raising the managerial standards of localcompanies? 20 february Action point:Do you micromanage your employees? Start empower-ing them by making sure they are trained properly to do their jobs, and thengive them responsibility to do it. Provide room for failure. Any society in the era of the new technology would perish miserably were it to run the economy by central planning.
