    冷战结束后，福山撰写了《历史的终结？》以及《历史的终结和最后的人》两篇文章，以政治制度和意识形态作为主要理论工具，来讨论社会主义阵营解体后西方自由民主制度在全球范围内的垄断。所谓“历史的终结？”作为福山理论的中心命题，其含义是指：西方自由民主制度是否有可能战胜与其竞争的其他制度，作为人类政治文明的最终形态。
    这一命题，可以说给后冷战时代的国际政治理论设定了一个重要议程。但对后冷战时代 国际关系的具体走向，不同学者看法不同。亨廷顿教授主要列举了以下三点：

      观点二我认为是现实主义范式的思维模式；而观点三则代表了“全球主义”或“反全球主义”者对民族国家(nation-state)自主权在新的国家体系中不断缩小的忧虑。99年，在跨世纪的新一轮国际政治蓝图大讨论中，弗格森与曼斯巴赫曾提出和观点三极为相似的“一体化”(integration)与“碎裂化”(fragmentation)理论，其要旨同样为在全球化趋势下，统治权分散所造成的民族国家的“衰落”。
    对以上观点，亨廷顿教授怎么看呢？首先，他明确指出，民族国家仍将是国际政治的主要行为者；However, 国际冲突的主要来源，将不是意识形态，而是不同文明与文化间的碰撞。
    关于“意识形态”的问题，我们不妨回归“重要议程”——那就是两大阵营解体后，导致国际冲突的主要变量变了，各种因变量活跃起来。在层次上，当然有现实主义一直强调的“政治—军事”因素，有二战后更为突出的“社会—经济”因素，甚至有“前卫”但非常重要的“全球治理”因素。而亨廷顿教授的着眼点却落在了“文化”这一次要变量上，并认为它将成为未来国际关系的主要动因。那么，我的确想看他怎样“自圆其说”。

       文明的冲突，是现代世界中冲突演进的终极阶段。
    读到此句开章名义的话，不自觉产生两个问题：
    —— 这个"civilization"概念的外延有多大？
    —— 如果H教授是社会进化论者，那么他如何划定"modern world"？
    亨廷顿教授首先回答了第二个问题：现代世界，或称现代国际关系体系，由威斯特伐利亚体系(Westphalia System)开始，其冲突演进主要经历了：
    ——贵族战争
    ——19世纪初至一战结束的"Wars of Peoples"
       ——十月革命后的“意识形态”冲突。其中既包括共产主义、法西斯—纳粹主义与自由民主主义的对抗，也包括冷战中两个超级大国及其阵营的对抗
